From Johnson County to the western third
The Kansas side of the Kansas City metropolitan area, meaning Johnson and Wyandotte counties, carries the largest concentration of acute and specialty capacity, and it functions as one labour market with the Missouri side. Wichita is the biggest city wholly inside the state and supports its own referral network along with aviation manufacturing that generates steady occupational health work. Topeka, Lawrence, Manhattan, Salina and Hutchinson each anchor a regional service area.
West of that the state changes character entirely. Kansas has one of the higher counts of critical access hospitals in the country, and the frontier counties out toward Garden City, Dodge City and Liberal run clinics and small hospitals that cover enormous distances. Meatpacking towns in the southwest have large immigrant populations, which makes bilingual clinical work valuable and often hard to staff. Assignments in those counties stay unfilled longer, and per diem and travel rates reflect that.
Two other demand streams are steady. Military installations at Fort Riley and Fort Leavenworth, together with veterans facilities in Topeka, Leavenworth and Wichita, hire on federal schedules that move slowly but pay predictably. Long-term care, correctional health and school nursing buy hours by the shift across the whole state and rarely turn away a qualified applicant.
One license, many states
Kansas implemented the compact on the first of July in 2019, becoming the thirty-first jurisdiction to do so. If Kansas is your primary residence and you meet the shared requirements, including the criminal background check every applicant undergoes, your RN or LPN licence may be issued in multistate form. That covers physical practice and telehealth across the rest of the membership with no fresh application in each one.
Two things it does not do. It does not reach states outside the agreement, so check the current roster before accepting a remote panel that could include patients anywhere. And it leaves advanced practice authorization untouched. The APRN Compact sits enacted in only a small number of legislatures, remains short of the count needed to activate, and has issued no multistate advanced practice licence to anyone. An APRN adds states one at a time.
Independent practice since 2022
The 2022 legislation was a real change rather than a relabelling. It struck the references to physician supervision and collaboration from the statute and ended the written prescribing protocol, so a Kansas APRN now diagnoses, treats and prescribes, controlled substances included with the appropriate federal registration, on the authority of the nursing licence alone. AANP moved Kansas into the full practice category as a result.
For freelance work that matters in two ways. You are not paying a physician a retainer to hold an agreement open, which in reduced practice states quietly consumes a slice of every contract. And you can say yes to a locum or telehealth offer without a delay while paperwork is arranged. What remains is ordinary contractor overhead: liability coverage you buy yourself, credentialing at each facility or platform, and a scope bounded by your certification. Confirm current requirements with the state board before you sign.
The preceptor shortage in Kansas
Kansas trains NP students and is home to many more enrolled with distance programs while working in state, and all of them need clinical sites. Psychiatric mental health is the hardest rotation to place, in the metros as much as the rural counties, because the clinicians who could teach it already carry full panels. Family practice absorbs the largest number of requests. Pediatric, women's health and adult gerontology slots fill unevenly, and a rural or frontier rotation is often the one a student simply cannot arrange without help.
Eligibility comes down to three checks: an active licence with no discipline attached, national certification held in the student's specialty population, and at least twenty-four months of practice after certifying. An RN with a master's degree who holds a teaching post or a management role today fits a different route, guiding a practicum built around teaching or leadership rather than a patient panel.
How the block and the pay work
Rates are self-set inside a band the network fixes at $12 on the low side and $20 on the high side, per hour of student time. A block counts 120 such hours, so the total runs $1,440 to $2,400. A deposit lands when the midpoint evaluation is filed and another when the final evaluation closes the block. Preceptors pay no fee to take part, and a year that reaches $600 brings a 1099-NEC the following January.
Programs, not preceptors, set how much of a rotation may be done remotely. That share moves with the population and the school: psychiatric faculty usually permit the most, since a medication management visit works well on camera with consent, while family practice faculty want the majority of hours in the room. Raise the question when you apply rather than after a student has started.
Kansas taxes and the credit that is not there
There is no Kansas preceptor tax credit. Several states have written one, and those provisions almost always cover only supervision given without payment, so a paid block would fall outside them anyway. Your precepting income is contractor income, taxed as self-employment earnings federally and reported on the Kansas return with the rest of your independent work.
The practical part is unremarkable. Keep what the school sends you documenting hours, set money aside as each deposit arrives, and ask a preparer which of your costs are genuinely deductible in your situation. There is general orientation at freelance nurse taxes, and it is orientation only.

Can an RN who is not a practitioner precept in Kansas?

A nurse with a master's degree who currently teaches or holds a management position can supervise practicum students in education or leadership, whose hours involve curriculum work, instruction, quality improvement and administration. Clinical NP students need a preceptor certified in the population they are training to serve.
